Water Support Programme - WSP

Dutch water experts provide Netherlands embassies with support for local water-related challenges. The Water Support Programme (WSP) focuses on 12 countries, mainly in Africa. 6 Strategic Advisors on Water (SAWs) share their expertise. WSP runs from 2022 to 2026.

Goals

The Water Support Programme has the following goals:

  1. Sustainable knowledge sharing: WSP promotes sustainable contact between the Dutch water sector and Dutch and local organisations in the target countries. Strategic insights will contribute to suitable solutions for each target country.
  2. Informed use of Dutch subsidies and programmes: The Dutch water sector is well-informed on the possibilities of using Dutch policy instruments. For example, Partners for Water, Private Sector Development, Sustainable Water Fund, Dutch Disaster Risk Reduction & Surge Support, G4AW, DRIVE and DGGF in WSP countries.
  3. Updating knowledge: Local embassy staff have up-to-date knowledge of the Dutch water sector and financing instruments available from the Netherlands.

Water experts

The Strategic Advisors on Water (SAWs) have been selected via WSP's European tender. They mainly work from the Netherlands. This way, they can optimally connect Dutch expertise on water safety, water security, integrated water management and available disciplines. The experts work 45 days per year in the Netherlands. Once a year, they go on working visits. These are no more than 5 working days per visit.

The Strategic Advisors on Water are:

  • Caroline Figuères - Benin, Burkina Faso and Niger
  • Don Offermans - Kenya and Rwanda
  • Herco Jansen - Mozambique and the Palestinian Territories
  • Job Kleijn - Jordan and Yemen
  • Peter de Vries - Mali
  • Wim Klaassen - Ethiopia and South Sudan.

Background information

The Water Support Programme follows on from the Water Support Programme 4 (WSP4). In 2018, the Netherlands Ministry of Foreign Affairs established WSP4, a water advisory programme. From 2018-2022, WSP4 built long-term relationships between the local and Dutch water sectors. The Netherlands Water Partnership (NWP) and the Netherlands Enterprise Agency (RVO) carried out the programme. NWP supported Netherlands embassies in implementing water programmes in 11 partner countries. Although NWP is no longer involved in the Water Support Programme, it still offers country-specific expertise and local networks.
